dogger. A voyeur. More specifically, someone (almost always male) who stands around in the bushes on lover's lane to watch other people have sex in their cars. The Oxford English Dictionary suggests that those being watched are well aware of the activity and may even encourage doggers to participate.

Since this is not even close to the first time that Ms. Spears has been photographed in this state, I presume that there is a level of tacit consent to the voyeurism, if not active encouragement.
